The Norris City Village Board met in a busy session Monday night. Scott Mareing was there and has this report…
The board heard a request for TIF funds from Emmy Pruitt of the Norris City Chamber of Commerce. She said they were interested in using the old Country Companies building to meet, as they they’re now meeting in the old ambulance building. The village’s TIF attorney, Anthony Schuering, was at the meeting and advised Pruitt that since they’re a 501C6, that there are various restrictions on funds, and each case is considered on an individual basis. Mayor Skip Land added that there aren’t any new TIF monies coming in until possibly this fall. He said the village owns the building they’re interested in and is about to be appraised for possible sale. The usual procedure is to meet with the TIF committee and then make a decision at the next board meeting, so the matter was tabled until the March Village Board meeting.
Also, Kelly Johnson of Johnson Investments spoke with the board about his request for $37,000 to make repairs to his buildings at 104 and 108 East Main Streets. Mayor Land didn’t realize that there were requests for TIF funds for two buildings and an agreement was put together for just one building. The board decided to meet with the TIF committee, and tabled the issue until the March board meeting.
TIF Attorney Anthony Schuering has been coming up with policy proposals for the TIF committee, including possibly accepting TIF requests only in the months of June and December due to the fact it’s hard to keep track of so many requests. Policy proposals are being written up and will be given to the TIF Committee, and then will be presented at next month’s village board meeting.
The village has received the deed for the property at 110 East Main Street.
Banterra Bank put a stop on two fake checks they received, purportedly from the village. Mayor Land thanked them for noticing it and bringing it to the village’s attention.
The board appointed Brenda Crouch as the new City Clerk for the next two years. Jim Crouch, the previous City Clerk passed away recently. The board voted to hang a framed picture of Mr. Crouch on the wall of the meeting room.
Also approved was continuing with the same agreement for the gas contract with A.G.E.
Katie Nole and Alicia Allen are now Notary Publics for the village.
The board agreed to donate $100 to the Polar Plunge.
Approved was the sale of Surplus Property, the 2010 Jeep, to be put up for sealed bid for thirty days.
The board agreed to pursue a contract with Nextlink, which has taken over B. Speedy, for the water tower equipment, after consultation with the village attorney.
Mayor Land was given approval from the board to look into using the sewer plant grounds to tow confiscated vehicles to, and look into any possible liability issues.
The board is looking into purchasing a Saltdog salt and sand spreader for when there is a problem with icy roads.
Some residents were inquiring if they would be allowed to have chickens in the village for the eggs, but there’s an ordinance barring anyone from owning farm animals within city limits.
In the Police Report for January, there were five reports written, no accident reports, one wanted on an arrest warrant, and nine traffic stops and warnings, as well as four 9-1-1 calls. Officer Kody has completed his month in the schools with very positive results. Brandon is now the Officer assigned to the schools. The 2017 Ford Squad car is at Jansen’s waiting on some modules for the HVAC and radio.
The board adjourned at 8:52 PM. The next meeting of the Norris City Village Board will be on Monday, March 6th at 7 PM.
