The Norris City Village Board met Tuesday night for about an hour at the Senior Citizens Center due to COVID concerns.
The board approved liquor license renewals for Doug’s Food Mart, Mimmo’s and the Norris City American Legion. Also the Legion was granted permission to stay open later on September 24th and 25th, with last call to be at midnight on the 24th and 1 AM on the 25th.
Vicki James of Momma’s Flowers spoke to the board about receiving TIF money for a new roof on the building at a cost of $9,200, and replacing the HVAC system for $9,999.99. She said she would do other repairs herself as she is picking up extra business from customers of Stein’s Flowers in Carmi. Mayor Skip Land said the board will go through their regular procedures and look over her proposal and vote on it at next month’s meeting.
The board approved Aaron Summer’s request for $26,500 in TIF funds for the roof at Mimmo’s but turned down his request for $5,490 to pave the parking lot. La De Dah Botique was approved for roof and ceiling repairs on their building, costing $17,082.32, but money for termite removal was not approved.
The board agreed to a one year, two system agreement from Gross HVAC for maintenance on the Municipal Building.
The Budget Ordinance for FY 2022 was approved.
The agreement with Brown and Roberts on Phase III of the water project was signed with IEPA approval and the process is moving forward.
Mayor Land spoke with TIF Attorney Tony Schuering about whether it was proper to use TIF money for 450 feet of concrete for the sidewalks at an estimated cost of $8,500. Schuering recommended a resolution to allocate the funds, which the board approved. Board member Sue James was moved from the Parks Committee to Streets and Alleys with Larry Garlick and Kevin Pettijohn was moved to the Parks Committee with Wayne McKenzie.
The board approved a resolution for a Dairy Days road closure IDOT permit.
They tabled repairing the roof of the Municipal Building to look into the feasibility of possibly moving village business into the Ambulance Building.
The village has applied for $156,000 in grant money for ILARPA funds. It would be $78,000 to be received in each of two years for COVID public health emergencies and infrastructure. So far, 47 pole banners for businesses have been sold with 55 poles sold.
Since no feedback on the Burn Ordinance was received, the board agreed to leave it as it is for now.
The village attorney is currently looking into the sewer hookup with Nobbe Equipment.
After the presentation at last month’s meeting with Lawrence Taylor of Fifth Third Bank, the board decided to keep the village’s money where it is due to the uncertainty of current economic conditions.
They approved amending the ordinance in the Code Book concerning the application process, including removing the hiring restriction of a niece, nephew or first cousin as it limits their ability to hire the best qualified person for a particular job.
A $600 donation to NCOE schools was approved for sponsorship of sporting events.
The board then adjourned at 8:00 PM. The next village board meeting will be on Monday, October 4th at 7 PM.
