The City of Grayville had their second session of the month Monday Evening.
Due to a printer issue, there was no treasurer’s report. Also, there were no purchase order requests.
A concerned citizen was on hand at the meeting, making a request to have an ordinance put in place banning bee-bee guns or an air rifle after events she reported that took place in her neighborhood for the weekend of April 15th and 16th. After being asked by a council member, the concerned citizen was informed to file a police report on the situation so the complaint gets forwarded to the State’s Attorney.
City officials also were thankful to the crew working on the water system in Grayville. Over the weekend, there was a rupture of the main water line feed to the water tower. A boil order is currently in place as the city awaits the results of the Illinois EPA approved lab tests on the water.
In the engineers report, there is work for the phase 2 portion of the water meter replacement project. That is set for 3 months after approval is given. An update on the Albion and Grayville water treatment plant was given, the EPA Loan was submitted for review, the preliminary engineering report was sent to rural development. Comments were received from the rural development group and will be discussed further. Soil boiling and the topographic survey was completed at the location. In MFT, a miscommunication occurred as it was believed the bid letting was denied, but instead was moved to May. The permit for the sewer treatment plant was worked on, but has not been submitted. The outside application for pool improvements was not funded. A new window for fund application will be in July. Finally, lead service lines were brought up. The application has to be in by this afternoon and has been filled out for the city to replace aging water lines. The engineer hopes to hear something from the state by May.
It was announced work is going on with the new radar speed signs in the school zones. One sign is up currently with another going up soon. Also, city officials say of the city water pumps are running at both stations with no issues. With mosquito season coming, city officials are preparing for spraying as they are testing the equipment. Once it is that time of year, city officials say they will be spraying on Tuesdays and Thursdays. With the water line, it was back up around 2:45 Monday Afternoon. The city is working on flushing hydrants as well. City officials say there may be air in the lines still. To help get rid of the air, it is recommended to run the cold water for a few minutes in your own home. Thanks were also given to both the Albion and Carmi Water Departments for their help over the weekend with some parts.
On Commissioner Reports, it was requested to get a list of needed items for the city. It was also reported the city received over $2600 in oil checks. Mayor Thompson thanked Commissioner Jordan and Howell for their service to the city council as Monday was their final board meeting. Also, Mayor Thompson thanked workers who helped repair the issue with the water line.
After an executive session, the council made a motion an approved the posting of a job position for utility workers for the city. The city also approved the motion to advertise for help for the city cemetery for the summer.
In regards to the pool, the city reported receiving 10 applications for lifeguards. The pool approved the hiring of Callie Neeling and Ryan Robb as co-managers. The city will be paying the lifeguards $13 per hour with managers making $14 per hour. The city will be looking for a free swim at some point this summer, but a date has not been set. An adult only swim will be held on Monday through Saturday from 11AM to Noon. The main hours will be Noon to 6 pm Monday thru Saturday with Sunday hours being 1- 6 PM. Admission will be $2 for entry and private parties are set to be $50 per hour as it requires 3 lifeguards on site for a pool party at minimum. Season passes were also set for the meeting at $50 for a single person, $90 for a family, of 2 $125 for a family of 4 with each additional member $10. For the city pool concession stand, the city only received one bid for $4 per day. The city approved the bid unanimously.
A bid was submitted to move over the phone system, computer system and several items to the new municipal building. PC Doctors submitted a bid for the work. This would also include a key fob system to get in and out of the building. The bid was approved unanimously. The council approved the sale of lots of real estate. The council approved the motion with a 30 day notice sent out to the public. The council will soon set a date for sealed bid. The council authorized the sale of land in the I-64 Plaza to Southern Gray. For TIF #2 Request for 309 Homes LLC, the board approved the $21.440 request 4-1 with Commissioner Jordan voting no on the measure. Groff Memorial Library requested a donation for a concert in May out of hotel tax funds. The donation request for $400 was approved unanimously.
Under new business, there was a request for TIF Funds from Logan Bailey Financial. The request was for half of the fair market value for purchase of Ray Barbre’s building. That request would be around $33,000. The amount will go toward the purchase of the building. The council approved the measure measure. A recommendation was made to put up no truck signs from Court Street to the street the high school is on. The council discussed the situation with roads getting tore up. Ultimately, the measure was tabled to the next meeting.
