Busy Meeting for McLeansboro City Council

The opening of sealed bids for excess property and equipment took place.  The board accepted the highest bids of $4,775.98 and $5,175.98, both from Deon Lindsey, for the two 2001 Dodge Ram 2500s, and $1,000 from Kyle Poore for the 2006 Ford F150.  The board voted to keep the 2021 Skag Cheetah riding mower and the 2008 bush hog due to the lack of high enough bids.  An ordinance was approved to take the two parcels of land for the City Hall, put them up for sale and list them at market value.  And they approved the purchase of a VAC trailer from Vermeer for $124,286, which was tabled from last month’s meeting.

They accepted the EAV, or Equalized Assessed Value, of $22.7 million for the aggregate tax levy.

There was first reading of an ordinance making the annual tax levy for the city for the fiscal year beginning May 1st 2023 and ending on April 30th 2024.  It will be voted on at next month’s meeting.

There was discussion concerning establishing a PLAWA, which stands for Paid Leave for All Workers Act, as required by the state.  There would be paid leave of one hour per 40 hours a week, up to one full day.  Those full-time workers under union contracts would be exempt.  It pertains to city employees with library employees exempted.  The act goes into effect January 1st 2024.  It was decided that full-time would be paid a lump sum and part-time will be accrued.  A plan will be written up and presented for approval at next month’s board meeting.

A letter of agreement between the city and Bellwether LLC that runs from January to December of 2024 was approved.

The Consent Agenda was approved, which includes approving an ordinance for a FY 24 Appropriation Amendment, a FY 24 budget amendment, firefighter pay, employee health insurance, the city’s unemployment insurance, and a $500 fee associated with regulatory reporting for bonds.

The city put together a Youtube video promoting the Fox Prairie Disc Golf Course.  It will be put on the city’s Facebook page and website.

The board went into Executive Session at 6:01 PM for discussion on the employment of specific individuals.

The next meeting of the McLeansboro City Council will be on Tuesday, December 19th
