Dale Holtmann of Scheffel Boyle presented the Fiscal Year 2023 audit. He said that everything looks good. The board unanimously approved the audit.
There was discussion regarding a Retail Strategies proposal with the county to bring in new businesses and incentives to help current ones. One of the ideas was opening a second TIF District. The city will get together with the county to attempt to come up with an agreement.
The Consent Agenda was approved. It includes renewing the liquor licenses for the American Legion, Deep South, Dollar General, The Eagles, The Elks, Family Dollar, Foxy, Hucks, Hamilton County Fair, the Golf Club, ROC and Tequila’s. It also contains two TIF reimbursements to Don and Ann Burke in the amounts of $293.52 and $1,215.92, and a TIF payment to Pearle Properties for $2,500 for a façade grant.
The monthly zoning report was approved.
In the Police report, Officer Cameron Martinez has graduated the Academy and will learn the ropes next week. The new K9 Officer will start training at the K9 Academy on September 2nd. The department also received an $8,200 grant from the state Attorney General for automatic license plate readers.
Mayor Chad May said the city prefers funding repairs in-house instead of using their line of credit, as it does save money.
The board decided to look into purchasing the property at 204 East Olive, but decided not to go after any occupied properties coming up in the tax sale.
Regarding camping in city parks, it was decided they will align an ordinance with current practice.
An ordinance on raffles and poker runs will contain charging a fee for a license.
Concerning an ordinance on garbage contracts, they will change the language saying “the city will negotiate a contract” to “the city may negotiate a contract”.
The board decided to renew the farm lease owned by Kayla Burris, which is 21 acres located near the McLeansboro Airport.
And all board members are required by state statute to take Open Meetings Act training on the internet.
A representative from Klingner and Associates and City Wastewater Operator Don Davis were scheduled to speak at the meeting, but did not appear.
