A Carmi Police Officer arrested Dezra O’Guinn, 21, of Carmi at 7th and Smith Streets early Saturday evening on a Richland County warrant after a traffic stop. She was also cited for operation of an uninsured motor vehicle and issued a written warning citation for no registration lights where required. O’Guinn was taken to the White County Jail, where she bonded out to $250, a $75 Failure to Appear fee, and $20 booking fee.
