39 year old Jessica N. Phillips, of Charleston, IL, was arrested Friday night by the White County Sheriff’s Department on a charge of Criminal Trespass to a Norris City residence. White County Dispatch received a call in regards to a suspicious person at 700 S. Division Street in Norris City. Chris Hosman told Officers that Jessica Armstrong-Phillips was asked to leave his property and not return, but she refused to do so. Officers placed Armstrong-Phillips under arrest for Criminal Trespass. Hosman told Officers that he did not want to sign a complaint, but because she refused the Officer’s orders to leave, he could arrest her based on the probable cause and did not need a signed complaint. Armstrong-Phillips was taken to the White County Jail.
