The Norris City Village Board held its monthly meeting last night.
The board approved a resolution on proper procedures for making TIF fund requests. The resolution, drawn up by Mayor Roy Kissell, was the result of the board’s approving the TIF money request at last month’s meeting from the Wonder Market on their new front doors. The installation of the doors occurred before they requested the TIF funds. This new resolution would require the requester to approach the village board first before having the work done.
The board members also approved two resolutions, designating the costs incurred in establishing the Norris City TIF District as Eligible Project Costs under the TIF Act and repaying certain costs incurred in establishing the TIF District from the TIF District Fund to the General Fund. They also approved an ordinance granting $3,000 to Wonder Market for economic development purposes.
Concerning the vacant seat on the Norris City Village Board due to the death of Carl Whipple, according to the village ordinance, the Mayor has 60 days to fill the vacancy, then the board has 30 days to approve. The Vacancy fill would be until next year’s election in the spring of 2021. Mayor Kissell has some candidates in mind and asked the board members to think of some as well, as they will try to fill the vacancy at next month’s meeting.
The budget ordinance for the fiscal year ending April 30th, 2021 and the annual appropriations ordinance were both approved. The total budget for the fiscal year is $4,013,700.
Approved was a motion to grant Power of Attorney to Affordable Gas and Electric to negotiate electrical rates for the municipal electrical aggregate. The current rate expires on December 31st and the new rate should be 25 to 30 percent lower starting in January. The agreement will be for two years.
The board members approved the renewal of the liquor license for Mimmo’s and will look into granting of a renewal of the liquor license for the soon-to-be-reopened Mexican Restaurant, which will have a new name.
Kenny McKenzie requested putting in a driveway leading to his property in the 400 block of Conger Street. Children have been using the rocky area to play on. The board will look into using what the village will have left in MFT funds after oiling and chipping are done to put in the driveway for him. The work is considered an infrastructure improvement, so the village will also consult with their TIF attorney to see if TIF money can be used to put in the driveway.
Oil and chipping of roads will be Thursday, July 23rd with a rain date of Friday, July 24th.
The Lions Club is still looking at getting a new roof for the Lions Building with TIF funds.
They’re still working on the Welcome signs at both ends of town.
A new tin roof has been installed on the park shelter.
Repairing of the road at Cherry Street will begin sometime this week.
The American Legion will hold a Fish Fry this Saturday at 11:30 AM.
And the police will start cracking down on those who drive golf carts, side-by-sides and ATV’s, checking on permits, underage drivers and checking the vehicle’s safety equipment.
In the police report for June, there were four reports written, one arrest and no citations issued, as well as five 9-1-1 calls. New police officer Ethan Jones began at the academy on June 28th and is doing well. Officers have continued to cover vacant shifts since January and can’t wait for his graduation.
The next village board meeting will be Monday, August 3rd at 7 PM.
