Illinois State Police District 19 troopers rescued a kidnapped three year old girl from Arkansas after a stolen vehicle was stopped near Grayville on Friday night.
At 8:30pm, troopers spotted a 2006 gray Toyota Corolla that matched the description of a vehicle involved in a child abduction from Van Buren, Arkansas and stopped it near Mile Marker 130 on Interstate 64.
Troopers located the child and placed her in protective custody. The driver, 30 year old Herbert Allen Thomas was arrested on charges of possession of a stolen vehicle and aggravated kidnapping of a child under the age of 13. The passenger, 24 year old Chelsea Munholland, who is the child’s mother, was arrested on an outstanding Arkansas warrant and was additionally charged with aggravated kidnapping of a child under the age of 13, possession of a stolen vehicle, possession of less than 2.5 grams of cannabis, and possession of drug paraphernalia.
Both Thomas and Munholland were transported to the White County Jail, where they remain being held without bail.
Illinois Department of Children and Family Services personnel and ISP Zone 7 Investigation officers were also involved in the investigation and arrests.
