The Board of Trustees of Illinois Eastern Community College District No. 529 adopted an operating fund budget of $30,365,878 for fiscal year July 1, 2016 to June 30, 2017, at the regular meeting Tuesday, September 20th at Wabash Valley College on the budget following a public hearing. The budget includes $27,340,600 in the Education Fund and $3,025,278 in the Operations and Maintenance Fund. These are the two principal operating funds of the IECC district.
The annual financial audit of community college district accounts for the past fiscal year, as prepared by independent auditors CliftonLarsonAllen, was reviewed. The auditors issued a clean opinion on the District’s internal controls and compliance with Federal regulations. There were no findings or questioned costs. The audit was accepted for submission to the Illinois Community College Board.
A resolution was adopted to provide for a public hearing on the district’s estimated tax levy, to be certified in 2016 and payable in 2017. The hearing will be at Frontier Community College, Fairfield, Tuesday, October 18 at 7 p.m. The estimated tax levy is $4,510,000, plus an extension for bond and interest payments of $2,063,475, for a total of $6,573,475.
An agriculture articulation agreement was approved with Murray State University and Wabash Valley College’s agriculture program. This agreement will facilitate transfer of IECC students into the Murray State University Program.
The Board approved an agreement to facilitate smooth transfer from the IECC Associate Degree in Nursing Program graduates to the Southern Illinois University at Edwardsville Bachelor of Science Nursing Degree Program.
Four new policies were approved to ensure adherence to Illinois legislation recently approved. A child bereavement leave policy was approved for unpaid employee leave in the event of the death of a child. Three new Board policies were approved to strengthen transparency and increase training in the area trustee leadership.
The bid of TESCO, Oregon, Ohio, for $39,900 was accepted for a Shuttle Bus for Frontier Community College.
The bid from Fortress Management, LLC, McLeansboro, Illinois, for $40,641 was accepted for Fencing and Gates for the Frontier Community College baseball field.
All bids received for the FCC baseball field lighting, materials only, were rejected.
The 2016 IECC Fact Book containing basic information about the community college district was adopted. The book gathers information from various sources into one central document regarding students, enrollment history, degrees and certificates granted, financial aid received and distributed, and the district’s annual budgets and operation.
The Board approved a proposed agreement for the offering of dual credit classes with area high schools. The Board also approved a Dual Credit Course Fee of $60 per student, per course, when a dual credit class is taught using college instructors at an IECC college or at an approved facility. If the dual credit class is taught at the high school using high school faculty, there is no charge.
Seven affiliation agreement were approved with area health care facilities for OCC’s Phlebotomy Program.
The Board approved the employment of the following personnel: Crystal Costantino as Research Data Analyst at the District Office, effective September 29th and Carrie Halbert as Coordinator of Retention & Recruitment at FCC, effective September 26th. A change in status was approved for Andy Hill from FCC Bookstore Manager to FCC Bobcat Den Manager, effective September 21st.
The resignation of Thomas Kent as FCC Athletic and Fitness Center Director, was accepted, effective September 6th.
All members of the Board of Trustees were present at the September meeting. All roll call votes were unanimous.
Next regular meeting of the Board of Trustees will be Tuesday, October 18, at 7:00 p.m. at Frontier Community College, Fairfield.
