IECC Board of Trustees Meeting – 04-18-2017

The Board of Trustees of Illinois Eastern Community Colleges District No. 529 reorganized for the next two years, at the regular meeting, Tuesday, April 18, at Wabash Valley College, Mt. Carmel.

            Following adoption of a resolution certifying the election returns of April 4, the oath of office was administered to trustees Brenda Culver, Noble, Gary Carter, Fairfield and Jan Ridgely, Olney.  Trustees Culver and Carter were seated for six-year terms, expiring in 2023 and Jan Ridgely was seated to fill the remaining 4 years of an unexpired six year term, expiring in 2021.

            The oath of office was also administered to Madison Martin, who was seated for a one year term as student member of the Board of Trustees.  A student at Wabash Valley College, she succeeds Gideon Raley.

            Trustee G. Andrew Fischer was re-elected Chairman of the Board of Trustees, and Trustee Brenda Culver was elected Vice-Chairman.

            Trustee Gary Carter was appointed Secretary Pro Tempore.

            Roger Browning was re-appointed District Treasurer.

            Renee Smith was re-appointed Board Secretary and District Ethics Officer.

            All of the officers were elected unanimously.

            Action was taken to adopt all rules, regulations, policies and actions of prior Boards of Trustees.

            A resolution was adopted listing the dates, times and locations of regular monthly meetings for remainder of calendar year 2017.  The meetings will continue to be held on the third Tuesday of each month at 7 p.m., except for the December meeting, which will be held on the second Tuesday.  Meeting location will rotate between the four colleges, as follows:

            Tuesday, December 12, 2017, 7 p.m., Wabash Valley College

A transfer agreement between IECC and Vincennes University was approved to facilitate transfer between IECC’s Associate Degree in Nursing and Vincennes University’s Bachelor of Science in Nursing.

Trustees approved an articulation agreement between IECC and Eastern Illinois University to facilitate transfer from IECC’s Sport Management Associate Applied Science to EIU’s baccalaureate Kinesiology and Sports Studies Sports Management Program.

            Activity Fee allocations for 2017-2018 were approved for FCC, LTC, OCC and WVC. The Board adopts the allocation of student activity fees at the colleges each year.  The allocation notes what percentage of each dollar will be turned over to an appropriate self-balancing account in the auxiliary fund.

            In an on-going review of policies, the following revised and new policies were approved: Drug Free Workplace Policy, Military Leave Policy, Victims Economic Security & Safety Act Policy, Residency Policy, Nursing Student Progression/Remediation Policy, and Evaluating Student Performance Policy.

            Affiliation agreements were approved with Medicine Shoppe in Newton for LTC’s Pharmacy Technician Program and Effingham Ob & Gyn Associates in Effingham, RWR Medical Arts in Robinson, Jasper County Health Department in Newton, and Good Samaritan Hospital in Vincennes, Indiana for LTC’s Certified Medical Assistant Program.

            The bid of Modern Communications, Inc., Fenton, MO, was approved for a Cablecast Flex 2 Video Server at Wabash Valley College.  The firm’s bid was $24,190.00 for a Cablecast Flex 2 Video Server for the WVC Radio/TV Program.

Amber Kramme was employed as Office Assistant at Lincoln Trail College, effective May 15.  Dylan Myers was employed as Maintenance/Custodian at Olney Central College, effective April 20.   Contracts were renewed for two years for CEO Terry Bruce, FCC President Jay Edgren, LTC President Ryan Gower, OCC President Rodney Ranes, WVC President Matt Fowler, and Dean of Workforce Education Development Mike Thomas.

            A change in status was approved for Jane Owen from Office Assistant at Wabash Valley College to Coordinator of Financial Aid at Wabash Valley College, effective April 19.

            Resignation ratifications were approved for David Carpenter, Dean of Instruction at Lincoln Trail College, effective June 10 and for Suzanne Fassett, Band/Music Instructor at Olney Central College, effective August 1.

A retirement ratification was approved for Carl Sager, Lead Custodian/O & M Team

Leader at Olney Central College, effective June 1.

            Next regular meeting of the Board of Trustees will be Tuesday, May 16, at 7 p.m. at Frontier Community College, Fairfield.
