Dispatch Service Tops Grayville Council Meeting

Commissioner Bob Stroud was the only official absent, his fourth miss in a row Monday night.  Finance Commissioner David Jordan told council their packet contained two packets of bills, one to be paid by checks and the other which will be funded via credit card. The treasurer’s report reveals Grayville with assets of more than $2,143,812.  Following regular agenda protocol, 6 other business items were tackled.
Grayville Council is still working on wording for the Dispatch Services Agreement.  Attorney Jay Walden will draft the agreement with specific language that would allow Grayville to opt out with 30 days notice if the cost goes up.
Council authorized Walden to also draft an ordinance for the now closed out Illinois Revolving Loan Fund giving the city control to decide terms since the state is no longer participating in the program.
Chappy’s Restaurant and Bar made a request for monies.  According to council, Egyptian Health Department has notified the establishment they must make some upgrades and replacements.  Despite the eatery and bar no longer being inside the TIF I District, the council decided it was an extenuating circumstance and agreed to grant
Chappy’s more than $13,871, half of the expected expense.  Mayor Joe Bisch said he was open to utilizing a low or no interest loan to help Chappy’s pay for the other half of the anticipated expenditure.
Another Request for TIF funds was tabled, Bisch saying council hadn’t received enough paperwork to move forward.
Attorney Jay Walden recommends hiring Southern Illinois Title prior to vacating a portion of High Street.  He said while he had looked, he would feel more confident if the title company made certain there were no issues with approving the request.  Walden says he’s familiar with their rate structure and felt it would be a worthwhile expense.
The other request to vacate property, a portion of an alley in Block 14, labeled as Martin’s addition had been drafted by Walden, but said he didn’t want council to vote on it until the Schroeders and commissioners had more time to review it.
No official attorney or mayor report and only a few short comments from Commissioners Andy Brock and David Jordan and the meeting was adjourned by 7:15.
