State Representative Darren Bailey is encouraging constituents, including local gun dealers and what he calls Second Amendment defenders to express their opinions about proposed rules and regulations. The public comment period is currently under way on those newly proposed rules for gun sales issued by the Illinois State Police. Bailey says the proposed rules aren’t final and will more than likely change between now and when JCAR (the Joint Committee on Administrative Rules) takes action on them.

JCAR is a bipartisan, 12 member legislative oversight committee created by the General Assembly in 1977. The committee conducts systematic reviews of administrative rules proposed by State agencies.
