The Grayville City Council met for the first time in November on Monday night, and following the treasurers report, went into executive session for ten minutes to discuss personnel issues.
Coming out of executive session, the Council accepted the resignations of Scott Irvin from the city gas department and Kona Ready from City Hall. The Council then officially hired Dixie Cherry to replace Ready. Mayor Bisch said that the Council had received approval from the union to make the hire, and that Cherry had been able to start working immediately.
Two bids were accepted by the Council for the City Garage at 116 N Middle Street. It was agreed that action would be taken at the next meeting.
The Council unanimously approved Ordinance 831 establishing the creation of a new enterprise zone, and also entered into an intergovernmental agreement with Carmi, Albion, and White and Edwards Counties for establishing and maintaining an enterprise zone.
Renewal of risk management insurance was agreed to in two payments with a 1% penalty on the second payment so reserves would not have to be used to pay the $113,906.79 owed.
The Council agreed to purchase a vacant house at 308 W Spring Street from the Edwards County Trustee Program for $675 to demolish the structure pending there is no asbestos in the abandoned building.
The 2016-2017 tax levy with a 2.5% increase was approved unanimously. The increase is the same as the past three years with the addition of a library building and maintenance fund agreed to in June.
In the police report for October, Grayville officers answered 198 calls for service and opened 28 case files. 16 arrests were made and 24 citations and 23 warnings were issued. The department filed 5 traffic crash reports and towed 5 vehicles.
