NORRIS CITY VILLAGE BOARD
Keith Botsch of Botsch and Associates CPA gave the annual audit for the fiscal year ending April 30th. He said the village has been doing well for several years and is in good shape. The general fund has $735,860 cash on hand, the TIF District fund has $76,562 in it and with other funds, is just short of $1 million total. Utilities total just over $2.6 million.
The board entered into an agreement with Utility Gas Management to purchase gas for the village by selling bonds, which will save between 25 to 35 cents a decatherm. It’s a 30 year program and they can opt out in five to seven years if it’s not working out. Ten other cities including four in Illinois and three in Indiana have signed on. There is no prepayment involved. An amendment to the Natural Gas Management Agreement and a resolution authorizing the purchase of natural gas from PEFA Incorporated were both approved.
They also agreed to spend a total of $45,000 to repair a section of one of the waterlines and both wells. The waterline repair costs $18,000 and both wells cost $13,488 each. Repairs to another section of the waterline will be done sometime next year.
Work is also being done currently on the sanitary plant.
A bid of $1,101 was approved for Richard Marshall of Omaha to buy the road chipper. It was the highest of four bids.
Donation were accepted for various groups. $275 to the NCOE Archery Club, $150 to the NCOE basketball scholarship fund and $250 for a full page ad in the NCOE yearbook.
The board also approved another enrollment in the White County CEO Program for three years at a cost of $1,000 each year, same as the last agreement.
In the police department for October, there were nine reports written, one arrest made and five citations issued as well as four 9-1-1 calls. Joseph Hughes plead guilty to predatory criminal sexual assault of a victim under 13 years old in 2016, and received nine years in the department of corrections. Officers participated in active shooter training with White County deputies and other officers at the annex. One officer participated in a second active shooter training the following week at the Enfield WADI office with White County deputies and all officers participated in the annual firearm qualification in Carmi organized by White County deputy Justin Spencer.
The next village board meeting will be on Monday, December 3rd at 7 PM.
